STEERS – State Enhanced Electoral Roll System

STEERS addresses the systemic process of preparation and maintenance of electoral rolls. The reform entails a massive business process reengineering exercise by the Election Commission of India in their electoral administration system. Leveraging modern technology, the system includes a workflow automation system for elector registration, preparation and periodic maintenance of electoral rolls for different electoral constituencies. The technology component centralizes the elector data and ensures data security through strict Role Based Access Control. The system also brings down the barrier between the citizen and the electoral process by making information readily available and making it easy for citizens to track their requests for inclusion/objection/modification. With this, STEERS envisages to improve the accuracy of electoral rolls, increase accessibility to the citizens and increase accountability and transparency within the system itself.
