They never turn off the lights

Every day, I read in the papers what a dire situation our state is in with regards to power; there is simply not enough power to meet the growing demands of chaotic urbanization; yet, when I'm riding the streets of Bangalore I see plenty of streets with the street lights blazing at 12 noon; I feel like getting off my bike and turning them off; where should I report this problem? Also, it's really high time all our street lights became solar powered.
