What has the Bangalore Mahanagara Palike done to alleviate the problem of parking in the city?
• A seven-floor car park (including basement, ground floor and terrace), situated between Kempegowda Road and B.V.K. Iyengar Road, that can provide parking space for 400 cars at a time has been built through a joint venture between the Bangalore Mahanagara Palike (BMP) and Maharaja Buildtech, a private company.
• Multi level car park at J.C.Road
• Multi level car park at Magarath Road through joint venture.
• Car-parking complexes have been planned in various parts of the city such as M.G. Road, Commercial Street, Shivaji Nagar, K.G. Road, Gandhi Nagar, K.R. Market, Mysore Road, Jayanagar Shopping Complex, Malleswaram and Seshadripuram.
What was the ‘pay and park' scheme that was scrapped in 2005?
The ‘Pay and park' operations were carried on by contractors who were licensed by the BMP. In the absence of licensees, the BMP directly handled the operations.
The following were some of the scheme details:
• There should be a notice board essentially both in Kannada and English for every 50 meters of the said parking lot, indicating that it is a BMP parking lot and also displaying the ‘Parking fee' rates as approved.
• An additional board indicating that vehicles are parked at owner's own risk and cost and that the BMP will not be responsible for any loss, damage or theft of vehicles parked at the parking lot for reason whatsoever will also be displayed.
• The BMP to give identity cards or documents to the parking fees collectors hired by them.
• A certain minimum amount [this minimum amount varies depending upon the area] has to be deposited every day with the Revenue Cell of the BMP by these licensees. Collections above this minimum amount belong to the licensee.
• The parking tickets are to be serial numbered with counterfoils showing location of the ‘Pay and Park' site, name of the authorised contractor, contact telephone number, full address, printed serial number of tickets, date, vehicle number, time in and out, approved parking rates and caution indicating that the vehicles are parked at the owners risk and cost.
What were the criticisms with the pay and park system?
Citizens often complained that the person collecting the fee did not issue them a ticket. This was actually not a big concern for the citizen since the BMP was indifferent to the collection of tickets and had contracted out the parking facility for a fixed amount.
