Bengaluru’s civic agencies are not ﬁnancially well-governed and this is impacting their ability to raise adequate funds and use such funds to meet their service obligations.
In our lead story this time, we present our recent analysis of the Quality of Financial Management of three major civic agencies of Bengaluru—Bengaluru Metropolitan Transport Corporation (BMTC), Bengaluru Water Supply and Sewage Board (BWSSB) and the Bengaluru Development Authority (BDA). Our analysis sought to probe further on what the issues and challenges are, and also put out a blueprint for reform. The analysis evinced constructive responses from civic agencies with the BDA putting out a detailed response to our report, and the BWSSB calling us for a meeting. We also understand the BMTC is proposing to put out their budget documents online. Bharathy, the Manager of our Municipal Finance program authored an opinion piece on this work in a popular national daily.
We hope to build on this further by attempting quarterly city dashboards or a financial report card for the city which is published every 3 months. Mr Amitabh Kant had referred to this in his recent Opinion piece in The Times of India.
Among other updates, this issue features an update on the Memorandum of Understanding signed between Janaagraha and the Government of National Capital Territory of Delhi (GNCTD) to create a Mohalla Management System as a comprehensive web and mobile based solution for GNCTD’s Mohalla Sabha initiative. Alongside are highlights from the celebrations of completing three years of Community Policing in Bengaluru.
