The 6th edition of the ASICS Report was released by Shri Hardeep Singh Puri, Minister of Housing and Urban Affairs, Government of India.
The report recommends 10 instruments of change to strengthen and improve city-systems, and thereby transform urban quality of life.
The release of ASICS 2023 was followed by a panel discussion on the Future of India’s City-Systems.
This closed-door session with senior policymakers included insightful panel discussions on Municipal Borrowings and Fiscal Decentralisation.
Politicians, bureaucrats, and subject matter experts participated in this closed-door roundtable to address the pressing challenge of strengthening the institutional design of urban governance in India.
The discussion highlighted the urgent need to re-engineer the business process in government departments to enhance public service delivery across cities in the country. The possibility of business process re-engineering as a primary pathway to reform urban governance was explored. Panelists also underscored the importance of conducting regular municipal elections and strengthening participatory governance in urban India.
The rarity of uniting politicians and bureaucrats for such a dialogue was acknowledged by participants, who expressed appreciation for the depth and nuance of the conversations.
Fifty-eight participants from across sectors and civil society organisations took part in this moderated roundtable.
Participants arrived at the consensus that environmental governance issues are currently being addressed in silos rather than through a holistic lens. A call for systems-thinking emerged as the need of the hour. There was also unanimous agreement on the need to adopt a bottom-up approach and strengthen local climate action. The dialogue underscored a shared understanding that a plethora of solutions exists. However, what is required to make progress on the complex issue of climate change is dialogue, collaboration, and consistent and sustainable action.
