About Janaagraha-Brown Citizenship Index
The Janaagraha Applied Research Programme (J-ARP) is a core unit of Janaagraha’s Advocacy, Research, and Capacity Building Cluster (ARC). J-ARP engages in action-oriented research activities that further Janaagraha’s advocacy, online platform, and grassroots objectives. Beyond this key support and advisory role, J-ARP also leads the Janaagraha-Brown Citizenship Index Initiative (JB-CI) in partnership with Brown University, USA, and is a key stakeholder in the Explaining Electoral Change in Urban and Rural India Network (EECURI). J-ARP also seeks to further connections and applied research initiatives with various urban research stakeholders, to promote awareness of the need for increased and sustained urban research in India, particularly in the areas of governance, citizenship, and urban infrastructure and service provision.
About Voter List Management
We have been engaged on Voter List Management reforms for close to a decade, including through the Jaago Re campaign in partnership with Tata Tea, and culminating in the Proper URban Electoral list (PURE) manual, that is a code book for robust voter list management in cities.Current processes and systems for voter list management are not adequate to ensure accurate voter lists in urban areas.
Janaagraha has been objectively measuring the hygiene of voter lists in Assembly Constituencies (ACs) in Bangalore as well as at city-level across India over the last two years. Objective measures of the state of the voter lists serve to highlight, using valid means, whether there is any impediment to citizens’ right to exercise his franchise
