Senior Manager/ Manager – Public Finance Management
Location: Lucknow, Duration: 2 year contract

We are urgently looking to hire a highly motivated and passionate individual as Senior Manager/ Manager to work closely with Urban Development Departments, Government of Uttar Pradesh (UDD, GoUP), to drive systemic reforms in Municipal Finance and PFM. The incumbent should have prior experience in government advisory and/or public policy advocacy and should display self-starter attitude, having the ability to liaise with internal and external stakeholders across all scales. The incumbent should also be a creative problem solver and effective communicator, displaying excellent written, oral and presentation skills.
KEY RESPONSIBILITES
The Manager will be responsible for leading the government engagement with UDD, GoUP for the 15th Finance Commission Urban Local Bodies Grants as well as anchor design and implementation of municipal finance reforms and digital PFM solutions, ranging from design of the intervention, liaising with state and ULB level officials for implementation, documenting the use case framework and learning, managing data analysis and many day-to-day activities at the State Department.
A) Manage government engagement with UDD, GoI for the 15th Finance Commission Urban Local Bodies Grants & Other State Government Grants
- Design interventions for States/ ULBs for undertaking reforms in auditing/ accounting, property tax and other such reforms for accessing 15th FC & other ULB grants
- Set up a system for monitoring of status of compliances by ULB for accessing these grants
- Set up a system for monitoring of outputs and outcomes from these grants and monitoring of progress on outputs
- Liaise with ULBs on completion of compliances for accessing these grants
B) Create and deliver strongly on Government Engagement with UDD, GoUP in strengthening overall municipal (and public) finance systems and to usher in robust reforms in Fiscal Decentralization, Own Revenue Enhancement, Municipal Accounting, Public Finance Management
- Actively support in engagement with UDD, GoUP, State Finance Commissions etc, with an objective of achieving systemic policy reforms in strengthening fiscal decentralization and facilitating overall improvement in financial sustainability and accountability of urban local governments nationally
- Support in engagement with and persuasion of government functionaries for administering robust reforms in driving large-scale reforms in revenue mobilization, strengthening revenues of local governments, specifically on strengthening the property tax and user charges policies, laws and operations
- Support in actively working with State Governments and local governments with an objective of achieving Accounting & Audit reforms, and Standardization in Financial Reporting of Urban Local Bodies
- Develop thought leadership on reforms in Public Finance Management (PFM) cycle for implementation at State/ULBs
- Explore use of digital technology in planning, budgeting, works management, output/outcome monitoring and develop use cases for implementation
- Build knowledge products on key PFM issues for public consumption
- Work on building products for standardization of financial statements, budgets and other such reports
- Document and publish report on PFM best practices being followed in states and ULBs
- Develop use cases (models) for implementation at State/ULBs for advanced PFM systems such as,
- Automated grant transfer, just-in -time funding & fiscal transfers
- Budgetary control & treasury management in urban development departments so as to achieve integrated view of outlays, outputs and outcomes at transaction, scheme/mission, function/dept, and ULB levels
- Procurement, works management and tracking KPIs for effective program/ project monitoring and tracking of outcomes/outputs
- Develop framework for budgeting to improve the credibility of budgets and citizen participation in budgeting in urban local bodies
- Provide technical support to state & urban local bodies in implementing PFM reforms
- Proactively document work outputs, meeting actions, communications collaterals and any knowledge products that emerge over the course of the project
- Lead the team in ensuring smooth running of day-to-day operations, troubleshooting and managing relationships with all stakeholders in the state
B) Build thought leadership, undertake analytics, engage with stakeholders to transform the Public Finance ecosystem and narrative
- Continuously strive to transform municipal finance in India at scale and with speed and agility, through a whole of systems approach
- Building and nurturing relationships with senior government functionaries as well as urban governance sector experts
- Manage Government stakeholders as well as internal team of Associates to ensure timely delivery on commitments and client satisfaction
- Oversee implementation of program work plans and monitor compliance of grant/MoU conditions
- Support in communicating effectively and regularly with internal and external stakeholders, including Janaagraha senior management, government clients, donors etc
QUALIFICATIONS AND EXPERIENCE
- Chartered Accountant or Master’s degree or equivalent in economics, business administration, public administration, public policy or other directly relevant fields;
- 6+ years of experience (for manager) and 10+ years of experience (for senior manager) in government advisory, public finance, business consulting or in a non-profit;
- Field based experience working with multi-cultural and geographically diverse and spread teams;
- Prior knowledge of IFMIS, PFMS, Treasury system, Infrastructure Financing or exposure to the public finance sector is desired
