
The Annual Survey of India’s City-Systems (ASICS) is grounded in this framework and adopts a systematic, data-driven approach to assess our City-Systems. In its second year, in 2014, ASICS expanded its coverage to 21 cities, up from the original 11 cities in the previous year. Building on the positive response it received during its inaugural edition, ASICS has now become a benchmark for evaluating leadership and resources in Indian cities.
As governments at the union, state, and city levels grapple with the complex challenges of urbanization, superficial solutions are no longer adequate. The ASICS scores of India’s top 21 cities, when compared to those of global counterparts like New York and London, provide a clear roadmap for urban reforms. What’s needed are profound, systemic changes with a unified framework, and the City-Systems framework offers precisely that.
