
The Annual Survey of India’s City-Systems (ASICS) serves as an objective tool to assess the quality of governance in Indian cities. It functions like a health check-up, revealing systemic issues and suggesting necessary corrective actions. ASICS emphasizes that the quality of life for citizens depends on the strength and effectiveness of the city’s laws, policies, and their implementation.
In its third edition, ASICS 2015 examines 21 major cities across 18 states, utilizing the Janaagraha City-Systems Framework. This framework comprises Urban Planning and Design (UPD), Urban Capacities and Resources (UCR), Empowered and Legitimate Political Representation (ELPR), and Transparency, Accountability, and Participation (TAP). Each component is further divided into critical questions that cities should address. In total, there are 11 significant questions, and each of the 21 cities has been assessed and scored accordingly.
