
Amid the COVID-19 pandemic, the spotlight has illuminated the significant gaps in the administrative capacities of Indian cities when confronted with unprecedented challenges. This study is centred on Bengaluru’s Police Department, which took on COVID-19 response tasks, often collaborating with citizen volunteers through the Community Policing model. Despite being thrust into new roles, the police have garnered positive feedback from citizens in Bengaluru. This research aims to systematically examine policing during the pandemic from the perspectives of citizens, police, and Civil Society Organizations (CSOs) in Bengaluru. The goal is to assess effective communication, partnerships, and areas for improvement, with an eye toward enhancing collaboration and leveraging lessons learned for future crisis management and training endeavours.
