
This report, titled “Sustainable Financing for Urban Karnataka: Viable Options,” investigates a critical challenge affecting urban infrastructure and service quality: the inadequate availability of financial resources, both for capital investments and operational expenses, along with the need for financial accountability. In line with India’s Municipal Finance Reforms, this study, conducted through an MoU between DMA and Janaagraha, primarily focuses on enhancing the financial sustainability of urban local bodies (ULBs) in Karnataka. It seeks to propose sustainable revenue improvement measures while addressing critical aspects of the Municipal Finance Blueprint. The study spanned from December 1, 2017, to May 31, 2018, and additional efforts were outlined in a separate non-financial MoU to establish and operate a Revenue Monitoring and Enhancement Cell (RMEC) from May 2018 to May 2020.
