Janaagraha’s recommendations for the 6th State Finance Commission in Haryana (SFC) can be categorised into two groups. The first group consists of ‘High-Priority Recommendations’, which encompass mandatory entry-level conditions that all Urban Local Bodies (ULBs) must meet to qualify for SFC grants. The second group comprises ‘Other Recommendations’ aimed at strengthening Municipal Finances in Haryana. These recommendations are based on an investigative approach that mirrors a structured roadmap for enhancing financial sustainability and accountability for ULBs. This roadmap includes six key aspects: Fiscal decentralisation, Revenue optimisation, Institutional capacities, Fiscal responsibility, Transparency, accountability and citizen participation, as well as Institutional design.
