Main Report: Survey on the Quality of Voter Lists (QoL) in Patna

The Patna Quality of Life (QoL) study was initiated to deepen Janaagraha’s understanding of the issues plaguing urban India’s voter lists. This study is part of a larger series of research endeavors aimed at uncovering potential disparities in voter list accuracy between regions characterized by high migration rates and those with lower migration rates. Patna was selected as the focal point for this research due to its status as an urban center experiencing significant out-migration.

Similar to previous studies, the Patna QoL study employed a dual approach, comprising a voter list-centric phase (focused on matching voter lists to citizens) and a citizen-centric phase (aimed at matching citizens to the voter list). This study was carried out during the months of July and August in 2015.
