Senior Manager / Manager – Civic Participation
Location: Bengaluru, Duration: 2 Years
Since inception, citizen engagement in local neighbourhood governance has been our core focus. Our current engagements in citizen participation include MoUs and partnerships with the Ministry of Housing and Urban Affairs (MoHUA), State government of Odisha and city governments of Gurugram, Bengaluru, Chennai, Mangaluru, and Ballari on initiatives that include participatory budgeting, Ward Sabhas and civic technology for grievance management, civic data and information. We also focus on building civil society and community group partnerships and coalitions to scale and sustain our citizenship initiatives.
We are looking for highly passionate and competent professionals, who believe in bringing change in the quality of life in cities through a structured participatory approach. You should have expertise in Participatory Urban Governance, Citizen Engagement and Program Management to support our initiatives across the states of Odisha, Karnataka and Tamil Nadu among others. This role will be based out of Bengaluru.
KEY RESPONSIBILITIES
- Assist the Head, Civic Participation in implementation of the civic participation across states and cities.
- Be responsible for the operations of the Civic Participation program by driving project planning, quality execution, analytics, risk mitigation, as well as rigorous monitoring and reporting of key metrics.
- Draft and review key documents, reports, SOPs, policies, rules, byelaws, etc. as applicable, with attention to detail and high degree of quality.
- Assist in managing relationships with stakeholders – community groups, civil society partners, government agencies and donors.
- Manage program budgets
- Work closely with the program teams to improve efficiencies towards achievement of program objectives including communication and processes
- Identify areas of process standardization and improvement, and bring in the necessary improvements to deliver high quality products
- Support the monitoring, evaluation and learning requirements in building robust proofs of concept
- Undertake field visits to cities and states to interact with program teams and external stakeholders as required
- Coordinate with other programs of Janaagraha and other partner organisations on areas of collaboration such as policy advocacy and civic technology
- Develop IEC material, conduct trainings and engage in dissemination campaigns
- Identify new areas of opportunities and develop them into actionable work strands
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s or Master’s degree in Public Policy, Urban Governance, Development Studies, Management, Engineering or the equivalent.
- Experience in working with non-profits or government programmes and partnership-building processes in the area of policy advocacy, urban governance, citizen participation, urban poor habitats is highly preferred
- Exposure in working with senior bureaucrats, elected representatives – Councillors / MLAs / MLCs / MPs / Ministers – will be of high value
- Minimum 10 years of experience in public policy, advocacy, management, community participation, government partnerships, capacity building or similar domains both in the field and at desk is necessary
- Articles, research papers and reports published in reputed newspapers, journals in the areas of Urban Governance, Citizen Participation or Public Policy will be an added advantage
- Exposure to areas of environment sustainability, climate resilience, public health, gender inclusivity is preferred
KEY COMPETENCIES
- Outstanding interpersonal and communication skills – including strong presentation skills
- Proven networking skills and should be capable of building excellent connect with active citizens, influencers, bureaucrats, elected representatives and institutions in a short time
- Excellent reading, verbal and written skills in English and preferably in any one or more of these languages – Kannada, Tamil, Odia, Hindi
- Proficiency in MS Office Suite – Word, Excel, PowerPoint
- Excellent project management and monitoring skills
- Positive attitude, flexibility and ability to adapt in a dynamic work environment
- Ability to connect and collaborate with all sections of society
- Willingness to travel across cities
