15th Finance Commission

Streamlining allocations and improving devolutions

Janaagraha supported the 15th Finance Commission in developing recommendations for Urban Local Bodies that focussed on increasing the quantum of funds granted, tracking grant utilisation through an online portal, creating Municipal Shared Services, improving accounting standards, and concentrating on metropolitan agglomerations.

Building financially sustainable cities through policy reform

Janaagraha partners with union, state, and city governments to augment city revenues through a ‘Whole of Systems’ transformation of the property tax lifecycle rather than a piecemeal approach. This is currently adapted to improve fees and user charges too.

We are working on ensuring frictionless expenditure and are re-engineering the processes of public finance systems. Additionally, we are also developing a data ecosystem for reporting, transparency and accountability in a way that improves service delivery.

Our two-year Women's Fellowship in Public Finance for Cities provides a pathway for those passionate about building a career in public finance management. Fellows will get hands-on experience by working directly with state governments on reforming city finances. Along with this on-ground immersion, the Fellowship offers regular masterclasses, monthly webinars, and one-on-one mentoring to support the Fellows’ professional growth as public finance experts. By nurturing this next generation of women public finance experts, we aim to drive better gender outcomes in policymaking and governance.
