Associate Manager – Public Finance Management
Location: Bhubaneshwar, Duration: 2 year contract

The PFM team at Janaagraha strongly believes that improved public finance and accountability systems are critical for India’s Urban Local Bodies (ULBs) to improve governance, ensure better planning and spending of resources, and consequently provide improved urban infrastructure and services. Our work includes both advisory to the Government and action-oriented research to inform the public finance discourse in the urban governance context. The team works with central government, state governments as well as city governments to support policy and implementation reforms.
A select example of some our recent work includes:
- At the union level, we have informed 15th FC’s recommendations to ULBs and developed the city-finance website which is national platform for standardised, timely and credible financial information on cities of India and also acts as system for administering 15th FC’s grants for ULBs.
- At the state level, we are working with the HUDD (Housing and Urban Development Department) in Odisha to improve inter-governmental fiscal transfers, fund flow mechanisms for select flagship programmes, among other initiatives.
- At the ULB level, we have worked on revenue augmentation, demystifying of municipal budgets and supported reforms in accounting and reporting.
We have recently expanded our advisory support to the Housing and Urban Development Department (HUDD) in Odisha in enabling its vision of improved urban governance. A crucial pillar of this support will be to strengthen public finance systems and processes to enable efficient flow of funds to the ULBs. This will include advisory around resource allocation, strengthening of budget expenditure systems, reporting and accountability mechanisms. To deliver this programme effectively, we are looking to grow the public finance team based in Bhubaneshwar that will work closely across Departments (Finance, HUDD and others) to successfully support the Government in its endeavour of improved public finance systems for better service delivery.
To this end, we are looking to hire highly motivated, passionate and committed professionals to the position of Associate Manager(s) in Bhubaneswar. This is a great opportunity for you to work closely with the Government and other important non-Government stakeholders to improve public finance policies and processes.
As an Associate Manager, you will be responsible for driving systemic public finance reforms by working with a range of stakeholders within and outside of the Government. In this role, you will be responsible for managing the end to end delivery of specific work streams, including monitoring and tracking the progress of programme delivery. We are looking for pro-active and confident individuals who are able to motivate and manage the team effectively. We are keen to have individuals who are innovative problem solvers in a dynamic environment and are able to build and maintain robust relations with the Government and other stakeholders.
KEY RESPONSIBILITES
A) Technical assistance to strengthen all stages of the budget cycle and improving urban public finances
- Provide technical hands-on support to the state in improving budget processes (for example, better budget utilisation and reduce payment delays) and implementing public finance reforms.
- Support ULBs in streamlining their budget practices and improved expenditure management.
- Active support to improving functionalities of IT systems that enable management of HUDD and ULBs’ finances. Support to institutionalise the use of these systems (e.g. Grants Monitoring Dashboard) in decision making.
- Process mapping and re-engineering to enable efficient delivery of HUDD’s key welfare programmes.
- Strengthen accounting and audit systems, by supporting implementation of Odisha Municipal Accounting Manual 2.0.
- Support capacity building of counterparts.
B) Develop thought leadership on PFM
- Build knowledge products on key PFM issues for public consumption
- Enable visibility of the organisation’s work and Government’s good practices. For instance, document PFM best practices being followed in states and ULBs.
C) Programme Management
- Build and maintain relations with all stakeholders, especially Government at all levels.
- Proactively work with the team to document work outputs, meeting actions and any knowledge products that emerge over the course of the project; and
- Ensure smooth running of day-to-day operations and troubleshooting.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree or equivalent in economics, public administration, public policy, or other directly relevant fields such as accounting.
- 5+ years of experience in government advisory roles, public finance, and/or in a non-profit.
- Experience of managing programme delivery in a dynamic environment.
- Prior knowledge of working with Government’s public finance systems (IFMIS, PFMS etc) and processes is desired.
- A good understanding of urban governance systems and nature of fiscal decentralisation in India a plus.
- Field based experience working with multi-cultural and geographically diverse and spread teams.
KEY COMPETENCIES
- A keen eye for analysing budget (and other public finance related) data and processes.
- Ability to provide policy advice, prepare briefs and interact with high level decision makers.
- Ability to manage projects efficiently, where multiple stakeholders need to work together quickly and seamlessly.
- Ability to monitor programme delivery and operate with minimal supervision.
- Excellent communication skills (especially listening and speaking) and team management skills.
