State Lead – Organisational Development
We are looking for a highly passionate, experienced and competent professional to serve as State lead – Organisational Development (OD) for our program in Odisha, reporting to the CEO – Odisha. Janaagraha has partnered with the Housing & Urban Development Department (HUDD), Government of Odisha to undertake deep reforms concerning Public Finance Management (PFM), Organisational Development (OD – Process & People), and Participatory Governance (PG) to improve the quality-of-service delivery across Odisha’s cities. Within that overall program, the OD vertical aims to improve overall performance efficiency of principal officials of the HUDD and of all 115 ULBs, working with staffing and training needs.
KEY RESPONSIBILITIES
A. Program Management
Undertake (with team and contracts) and ensure completion of the following for principal Missions and schemes, and routine duties of the HUDD and steps in all ULBs
- mapping of all processes (department, function and individual)
competency mapping for all roles delivering the processes
This will be through existing documents (Allocation of Business rules, Departmental / Work Orders, Executive orders, etc.), triangulated interviews and process documents
Note and include roles of contractual teams, para-statals workers and other stakeholders who play a role in implementation; as also those playing multiple roles (holding charge or additional duties, either across cities or departments)
Develop and finalise the templates for KRA mapping, Competency metrics (ideal) and frameworks for mapping reality, or adopt those from earlier exercises at Union Govt. (Mission Karmayogi), State (Odisha or other), as relevant
Ensure all templates and formats are as per formal digital interface existing (Sujog-DIGIT) or chosen by the partners
Identify gaps in process, people or competencies, that arise out of the exercise, confirming the same through higher level officials and departmental KRAs
Make recommendations on recruitment & training thereof, working with government and relevant stakeholders to address the same.
- Recruitment would be as per Govt. processes (hiring, procurement, contracts, synergy with other schemes, beneficiaries, etc.)
Training would include Behavioural, Domain and Functional aspects, and tied to public sector and other accepted development sector training courses
Develop a Performance Assessment Framework (PAF), that captures all the KRAs (domain, function, individuals), and can be tweaked annually as per priorities
Reporting on progress on both tracks above to CEO, Odisha, and contribute reporting to HUDD and Donor Partners, maintaining parity with other verticals of PFM and PG
B. Stakeholder Management
- Work with donor and their partners to develop and finalise all templates for KRA mapping, Competency metrics, and capturing real life data
- Work with HUDD, ULB and other government partners to ensure smooth translation of work (minimal hinderance, maximum accuracy and cooperation), and verification
- Ensure clear contracts with external vendors, and delivery on track to ensure data capturing of all the relevant roles is completed as per agreed timelines
- Establish and collaborate with subject matter experts for work review analysis and further recommendations
- Collaborate with JCCD MEL team for analysis as per JCCD’s objectives and results framework, course corrections and lessons for replication and evolution
QUALIFICATIONS AND EXPERIENCE
- A Master’s degree preferably in Human Resource Management / Talent Management / Business Management / Social Work / equivalent. The higher degree is preferred, but can be relaxed for candidates with exceptional track record in OD work.
- 15+ years’ overall experience in the Human Resource sector with preference for organisational development / change management (including hiring and training), with at least five years in senior management roles
- Exposure to strategic HR techniques such as Balanced Score Card, KRA cascading, Objectives and Metrics, competency frameworks, etc. is a must
- Experience in working closely with state and/or union governments in large scale systems change or consulting projects, involving stakeholder relationship and program management is a big asset
- Strong systems change / reforms interest is needed, ability to adapt to differing contexts. Any knowledge and practice of the same is a big asset
