In the latter part of FY 2013-14, Janaagraha introduced the innovative City-Systems Strategy, a pioneering governance tool. Acknowledging the necessity of multiple projects and reforms to achieve a high standard of urban quality, addressing various aspects, this strategy provides a comprehensive and structured framework.

The City-Systems Strategy is built upon four fundamental perspectives:
